is a vice-president really more qualified than a large state governor ?

Governor for 6 years

vs.

Representative for 8 years
Senator for 8 years
Vice President for 8 years

And it's not like Bush did much pre-1994 either before entering government except being a minority partner to Tom Hicks at the Texas Rangers.
