We are currently not in a vote, so I will count that as for the previous motion.

And I would highly encourage you not to blindly vote yes as the end approaches. I know there are going to be some substantive amendments, including on dual-office holding, etc. Now is the time to really focus as we try to get to the end.

I offer the following amendments for consideration after this vote:

Article VIII, Section 1, Clause 3, which reads:

Rationale: Given the amendment shortening the voter deregistration period to 3 elections or 6 months, this would allow the Registrar General to remove those voters that would be deregistered under this rule.



Article V, Section 1, Clause 1, which reads:

a. Remain as currently worded.
b. Be stricken, with subsequent clauses renumbered accordingly.
c. Read:

Rationale: This provides multiple options on the dual-office holding issue. Either we continue the current rule of no dual-office holding, we remove the rule entirely, or we allow Atlasians to hold dual-offices, but only one at the federal level and one at the regional level.


I encourage delegates to offer their own thoughts on these amendments, as well as any amendments they wish to be considered for any part of the document.

Thirded.

In the past I've been on both sides of this debate but now I think I'm comfortable on the opposition to dual office holding. What would be the rationale? Two years ago we had problems with getting people into offices and absolutely no room for expansion but we certainly don't have this problem now. The only way I'd see an end to a dual office holding ban would be under an entirely new system of government.

Which of course won't be happening.

There are so many people on the sidelines looking to get into an office that it wouldn't be good for the game to hog even more offices. (Although, talk about expanding the Senate more, and maybe we can talk..)

And I largely agree with Marokai. While I once was a proponent of allowing limited dual-office holding, current conditions have me leaning against allowing it. Races are generally well-contested and turnover in office is fairly high at the moment, not to mention I am hard-pressed to find more than a handful of current officeholders that are active enough to successfully hold multiple positions.

Yo, delegates!!!

In reviewing Article VIII, I see that it is essentially a copy-paste job from the Second Constitution.  It discusses a Department of Forum Affairs, as well as a Secretary of Forum Affairs- a position which no longer exists.  No mention is made of the Census Bureau, or of the Registar General.  These were established by the Forum Affairs Reform Act.  I would be grateful if an amendment could be offered incorporating these into the Constitution.

No. I approve of the broad aims of the Convention, and of the Midwestern delegate's work in particular. But I don't have any substantive amendments to offer.

With three voting in favor and none opposed, the final versions of Articles VII and VIII are passed.



I will now allow slightly less than 24 hours of additional debate and amendment offering for any part of the new Constitution, followed by a 48 hour vote. That vote will be immediately followed by a final vote on the entire Constitution for presentation to the regions for ratification.

So far three amendments have been offered, all by me, whether on behalf of myself or others.

I am a little bit miffed at Purple State for trying to sneak this in without any fanfare.  I actually missed this on my first reading.  We are about to throw six years of legislative history right out the window.  Everything our government has ever done, gone, done, erased.  Every bill that anyone at all has ever fought to get passed, we now have to do it again.  This is just fundamentally wrong, plain and simple.

I urge the Convention to remove this clause.  If it does not, I urge the public to vote the new Constitution down.

Which seems like a good enough reason for me to support multiple office-holding.  There are very few Atlasians who care enough about Atlasia to be active in one position, let alone two.  But if people care enough to want two positions, well, it shows that they probably have enough free time to actually perform their duties admirably.  Their overachieving should be encouraged, not prohibited.

He "snuck it in" only to the same extent as I "snuck in" the fact I still wish to abolish regional Senate seats...

Anyway, a reboot is a good idea.  It should give the Senate something to do rather than dilly-dallying, and perhaps Atlasians would pay attention to the game if all of the sudden they got a chance to re-write every law.
