* Regional elections are less active than national ones.
* Suppose that's not the case, and there is a regional election or two that is competitive.  In that case, only 1/5 or 2/5 of the country gets the benefit of this activity; everyone else is left in the cold.
* Suppose that's not the case, and all but one regional election that is competitive.  In that case, a full fifth of the country is left out in the  cold while the other 4/5 enjoy it.  In a national system, everyone benefits.
