Despite the economy being in good shape, Hart manages to win due to his youth and charisma and Bush Sr.'s lack of it. Hart argues that it is time for a new generation to take power and also criticizes Reagan for the rising income inequality and record deficits and national debt, which also hurts Bush Sr.

I was thinking of the economy and (of course) Reagan's popularity, the latter primarily.
