Just found this: http://www.cnn.com/ELECTION/2008/results/county/#COI01map

So the skiing latte liberals in Eagle and Summit counties oppose it along with the Hispanics in Pueblo, but the Marilyn Musgrave voters don't. WTF?

The ballot language was intentionally confusing leading some voters to think they were voting for the opposite of what the amendment would do.

Also Those Liberal and Hispanic counties you mentioned voted yes by a small margin. While Denver and Boulder counties both voted no by 60-40 margins.

biased source, but whatevsky.  Maybe conservatives just decided to oppose any change to the status quo titled "civil rights initiative?"

The deceivingly termed civil rights initiative in Colorado -- as in California, Missouri, Arizona, Nebraska and Oklahoma -- is really designed to dismantle equal opportunity for women and minorities in public employment, public education and public contracting. In fact, the thrust of the initiative is to ban equal opportunity. Ironically, however, its text fails to mention the term "equal opportunity."
