H.W. lost a primary to Dole, as Dole keep momentum after his Iowa win.

I'd give NY, GA, PA, MA, and possibly ME and DE to Gore. Gore would have likely ran a better campaign than Dukakis, and Dole himself was not very charismatic.

Nor was Gore. Gore would have been shut out of the Northeast. In 1988 Georgia voted more Republican than Alabama did, and Dole won GA over Clinton in 1996.
