If the election in Texas is in November, it's not in toss-up.  Actually, if it's not in November, it's still not toss-up.

Other than that, we agree (or at least are close enough)

Sabato doesn't rate the seat as a tossup. He refuses to rate it at all until after the grubenatorial primary.
