As someone who's actually written these Google ads before, my best advice is not to put too much thought into them. The entire point is to get a click from people mildly interested. You can write "BAZOOKA JOE ENDORSES ANDREW CUOMO" and it wouldn't matter. Google's system automatically rotates the less successful ads out of the system. Like, any particular google ad for some state-wide candidate...meh, you're talking about counting clicks in the dozens, not hundreds if you're going to stick to the low-traffic keywords.
I googled Andrew Cuomo 2024 (without quotation), and the #1 result was this thread, and the Google ad on the side of the page is:

At least, I hope any major advertising blitz would involve investing, say, >$20.
