Comprehensive Drug Reform Initiative

1. All regional laws prohibiting the private possession, consumption, or profitless distribution of the following substances are repealed: all Schedule III oral and intravenous anabolic steroids, all prohormones listed in U.S. 118 Stat. 1661 (including, but not limited to, 4-androstenedione, 4-androstenediol, 19-norandrostenedione, 19-norandrostenediol, and 1-androstenediol), human growth hormone (hGH), 3,4-methylenedioxy-N-methylamphetamine (MDMA), mescaline, Peyote, psilocin, psilocybin, d-lysergic acid amide (LSA), lysergic acid diethylamide (LSD), salvia divinorum, dimethyltryptamine (DMT), ephedrine, gamma-hydroxybutyrate (GHB), ibogaine, 5-methoxy-n,n-diisopropyltryptamine (5-MeO-DIPT), 2C-T-7, 2C-B, cathinone (khat), alpha-methyltryptamine (AMT), 5-OH-DMT, amphetamines, dextroamphetamine, benzylpiperazine, codeine, synthetic cannabinoids, and marinol.

2. This section shall not be interpreted to legalize the sale or underage use of the listed substances.

1. In all areas under Southeastern jurisdiction, persons calling for medical help for a person who is suffering immediate health problems due to drug use may not face arrest charges for possession or consumption of illicit substances.

Just putting the acting governor's plan in this thread.

It has been brought to my attention that our Hurricane Protection Systems are outdated. I'll be working on a plan and would appreciate anyone's input on this. This plan will need address levees and wetlands among other things. It may also be good to include evacuation plans in this.

As far as I can tell, besides the $10 billion that was appropriated by the Senate for immediate rebuilding right after Katrina and the $30-something billion for rebuilding over the next fiscal year, the only thing that's been done is the closing of the MR-GO.

It would appear we've got work to do. I'll be using this thread to work with you, Brandon H, and if I do have the free time I'll be typing up some ideas of my own.

The big question is, though, where's the money coming from? Remember that our region is operating under a $20 billion deficit (although not until next fiscal year thanks to my relief initiative! Grin) Still, though, I think a pretty big priority should be placed on balancing the budget.

Unless we cut something else, we would have to get the money from tax revenues. Would those not in coastal areas be as supportive as using tax dollars to protect the coast? Could we implement a tax only to coastal areas? In what ways to the areas of the coast benefit the rest of the region? Our ports are on the coast and we get oil off the coast. Is this a necessary cost of doing business here? Would this cause people to ship their goods to other parts of the country instead of here?

Restoration of the Amendment to Protect Human Life
Initiative 132, the Constitutional Amendment to Protect Human Life, shall be restored.

(Initiative 132 reads:
Article VI, Section 1 shall be amended to read: "All individuals are conceived equally free and independent; therefore, all government of right originates from the people and is founded in consent." )
