How are election map templates made? I'm trying to make some, but I have no idea of how to make them (not even in MSPaint...)

Take a blank map, and fill in the spaces.

How can a blank map be made if you can't find one online for what you need...?

Oh, that's harder. If I must, I take a non-blank map and manually make it blank, but it takes hours. Al has all sorts of blank maps.

All of this gives me absolutely zero clue of how to make map templates.  But, I'm not exactly an IT guru.

Do you have photoshop? Because you can put a blank/transparent layer on top of a non-blank map and then trace it on to the transparent layer, and then make that layer a new file.

It's actually quite easy to make blank maps using paint if you know what you're doing.

If you want to waste time, I guess (and use a PC for some reason).

UK Constituencies, but since they change with every election, it's difficult to track down SVGs of them to edit in Adobe Illustrator.

Blank maps do indeed exist for those - though usually not at a very detailed level. Which year do you want?
Also - maps of all General Elections between 1955 and 1997 (inclusive) have been uploaded to a thread in this forum - deep down in the depths of the international elections board. But should come up easily enough in a search.

(and they don't change at every election - just every two or three elections or so. And historically even longer - the 1955 boundaries were used up to (and including) the 1970 election).
