There's an article, Whatever Happened to Competitive Elections?, in this month's Governing magazine that goes into the factors that contribute to the lack of competition in state district races. Though partisan gerrymandering plays a substantial role, the author also notes the contribution due to self segregation. People tend to live in neighborhoods with others like themselves, and that includes politics. Even non-partisan commissions have trouble overcoming this factor.
