Motorcycle Safety Act

Section A
It shall be illegal for any person in the Northeast to:
1. Operate a motorcycle or motortricycle while carrying a passanger ten years of age or younger.
2. Operate a motorcycle or motortricycle unless person has a valid license that shows that person has passed an examination to ride a motorcycle or motortricycle.
3. Knowingly permit a motorcycle or motortricycle owned by such person to be driven on any highway by person who has not passed an examination to ride a motorcycle or motortricycle.

Section B
1. Anyone riding on a motorcycle shall wear protective headgear at all times the motorcycle or motortricycle is in motion.


Violating Section A on a first offense shall result in up to 90 days in prison, a $150 to $200  fine, and a license suspension up to six months.  Subsequent offenses shall result in up to 1 year in prison, a $200 to $600 fine, and a license suspension of at least two years. Failure to comply with Section B shall result in a fine that cannot exceed $150.



Year-Round Schooling Act

Section A
1.   Summer recess will be abolished for primary, middle, and secondary schools.
2.   The two business weeks in June and December that encompass the end of month and the preceding week will hold no school.
3.   One week in February, April, August, and October shall hold no school.
4.   A “Spring Recess” will be provided the week preceding Easter Sunday and shall not be the same week as April recess.
5.   Current law regarding school leave for religious holidays shall remain in effect for those not covered by these recesses.
6.   Previously declared observance days shall remain in effect and not count towards the allocated recess weeks.

Section B
1. This bill is only applied to public schools serving grades K-12.



September 11 Remembrance Act

1. September 11, a date of 2001 terrorist attacks, is hereby declared a Remembrance Day in the Northeast Region

2. Police Department and other involved services shall offer that day a compulsory safety and help in case of natural or unatural disasters programs in every Northeastern school



Citizens Representation Amendment

1. The Article V of the Northeast Constitution is hereby repealed. Its content shall be replaced by the following:
2. The legislative branch of the Northeast Region shall consist of the Legislative Assembly of the Northeast Region.
3. The members of this assembly are called Representatives (Rep) and are elected by every citizen of the Northeast Region legally registered to vote.
4. These elections are to be held every February, April, June, August, October and December.
5. A polling booth shall be created by the Chief Judicial Officer of the Northeast Region. He or she will open the booth on the third Friday at 12:00:00am EST of every February, April, June, August, October and December and will close said both the following Sunday at 11:59:59pm EST. Every citizen will be given the opportunity to vote during this time. The Chief Judicial Officer of the Northeast Region must accept any absentee ballot conducted one week prior to the opening of the polls.
6. Candidates for the Legislative Assembly will be given until the second Friday of the month in which he or she wishes to run in an election thereof to announce his candidacy. This is to be done by officially declaring his or her's candidacy in the Candidate Declaration Thread.
7. When the polls close, the Chief Judicial Officer of the Northeast Region shall be given twenty-four (24) hours to count the votes and declare a winner. The newly elected Reps shall officially assume office on the Tuesday following the election.
8. The number of Reps to be elected corresponds to the entire part of the quotient C/6, with C being the number of citizens in the Northeast Region as of the third Friday at 12:00:00am EST of the month of the election.
9. The method of election shall be PR-STV, as specified in Sections 4 to 17 of the Atlasian Proportional Representation Act (F.L. 21-2), unless the Assembly shall provide otherwise by Law.
10. Vacancies in the Legislative Assembly shall be filled in a manner specified by Law, and until such determination is made, by Gubernatorial appointment.
11. The Legislative Assembly's sessions shall be conducted in a public thread at all times of the year.
12. All ordinary legislation shall first be considered in the Assembly. Legislation shall be considered by the Legislative Assembly upon petition of any Rep, the Governor, or two Northeast citizens. 
13. Any piece of legislation attaining a majority (50%+1) of actual votes from Reps shall be considered as successful. This shall be the case for all pieces of legislation except constitutional amendments (see Article VIII subsections (i) and (ii)) and previously vetoed legislation (see Article IV subsection (xi)). Every piece of legislation shall relate to but one subject and that shall be expressed in its title. All pieces of legislation and votes of support and consent by the Legislative Assembly must go through this process in order to become law.
14. Any Rep that does not take part in three consecutive votes on legislation without posting an official leave of absence beforehand, or that does not take part in any discussion of the Assembly for more than one month shall be expelled.
15. The Lieutenant Governor of the Northeast acts as the President of the Northeast Legislative Assembly. He officially opens and closes the sessions, organizes votes on legislation and notifies the Reps of the results of any official vote. He does not take part in any vote in the Legislative Assembly unless a vote results in a perfect tie. In this case, he or she shall be allowed to vote to break said tie.

[Note: As a constitutional amendment, this requires a two-thirds majority in order to pass, and the Governor may not veto its passage.]



Amendment Power to the People Amendment

1) Article VIII (AMENDING FORMULA) of the New Northeast Constitution is repealed.

2) A new Article VIII shall be added to the New Northeast Constitution as follows:

"Article VIII (AMENDING FORMULA)
i) Amendments to this constitution shall be proposed by the Legislative Assembly of the Northeast Region.  All Amendments shall be placed on the ballot during the next regularly scheduled Northeast gubernatorial election only if all of the following conditions are met:

a) A successful vote of two-thirds of voting members Legislative Assembly of the Northeast Region;

b) A successful vote of majority of all members of the Legislative Assembly; and

c) Approval of the Governor in the form of his consent.

ii) Any Amendment proposed by the Legislative Assembly of the Northeast Region shall only become effective upon:

a) A successful vote at the next regularly scheduled gubernatorial election of two-thirds of those citizens of the Northeast Region who vote for or against the proposed Amendment; and

b) A successful vote at the next regularly scheduled gubernatorial election of majority of all citizens of the Northeast Region who are eligible to vote in such election."

3) This Amendment shall become effective immediately upon passage only if the Citizens Representation Amendment is passed in the same election. 

4) Proposed Article VIII shall be renumbered Article VII if the Repeal of the Notwithstanding Clause Amendment is passed in the same election.

[Note: As a constitutional amendment, this requires a two-thirds majority in order to pass, and the Governor may not veto its passage.]



Repeal of the Notwithstanding Clause Amendment

1) Article VII ( NOTWITHSTANDING CLAUSE) of the New Northeast Constitution is repealed.

2) This Amendment shall become effective immediately upon passage only if the Citizens Representation Amendment is passed in the same election.

[Note: As a constitutional amendment, this requires a two-thirds majority in order to pass, and the Governor may not veto its passage.]



Freedom To Undress Bill

1. On April 1 of each year, Northeast residents will be allowed to not wear any clothes as a show of our freedom.



Joe Wilson Act

1. Improper behavior is defined as personal attacks on other Assemblymen, blatantly false accusations, and lewd conduct.
2. Improper behavior during legislative debate in the Assembly shall result in suspension from that chamber at the Governor's request.
3. The Lieutenant Governor and at least two other members must then sign a certification of suspension from the chamber.
4. This Act shall become effective immediately upon passage only if the Citizens Representation Amendment is passed in the same election.



Northeast Relief and Recovery Act

Section 1: Acceptance of Funds

1. The Northeast hereby accepts the funds given by the Federal Government as per F.L. 32-13: 2009 Atlasian Relief and Recovery Act.

Just a reminder that polls close in just four hours. I won't be around to tally the votes until tomorrow some time, so if Andrew or Barnes wishes to formally close the polling booth, please do so. (I think they can close voting booths; I haven't checked up on it for a while.)
