New Hampshire. Definately. Nevada is actually pretty conservative socially, especially because of their growing hispanic population.

Florida. Florida is no-longer a southern state. The state is full of northerners that has made Florida much more acceptable to change. Its borders are really next to Pennslyvania and Ohio not Georgia and Alabama.

I would probably say New Hampshire.
I live in FL; it has become very republican (especially at the state level) in the past ten years and I don't see any sign of that going away.

strictly true, but beyond that you can answer the question based on an assumed newspeak definition of 'social liberal.'  Read it as, which of the states, that Bush won, or likely will win this time, is the most likely to vote NO on an amendment to its constitution to ban gay marriage, or something like that.  That's probably the subtext here, anyway.

I vote for Nevada as well.
