If the election is close, I would say it is more likely that Kerry wins AR.  Bush can win MN but he has to win Nationally by at least 2 %

W- Minnesota, only because he is more likely to win the election. In a tie race, MN would go Kerry (and AR would go Bush, but let's not split hairs...)
