Nah. If we go Code Red before the election and nothing happens, Bush will lose. If something bad happens just before the election and we go code red after the event, Bush loses. If I were Al Qaeda and was planning something big and the administration went code red, I'd abort the mission and hope to strike later when peopele are less prepared, so the one Code Red scenario that could help Bush, going Code Red followed by a major incident or capture, just does not seem at all likely. I just don't see how a Code Red on November 2 can possibly help Bush.
