Hopefully they will end up in jail where they belong.  According to the report, Powell and Rumsfeld had no involvement.

To clarify, Rumsfeld may not have been responsible for the specific crimes mentioned in this report, but he has been responsible for others:

The United States Navy practiced these techniques against their own pilots, should all the current living presidents be charged with "torture"?

It was my understanding that they do that to build the soldiers' resistance in case a country where torture is allowed captures them.
