And this is why North Dakota, Montana, or South Dakota were capable of being swing states: less people to sway.

In the same way that DC is a swing state - with a lesser margin than Ohio, Florida and Virginia.

It's not just the number of voters to sway, but the number of swing voters in those states.

That's true, but it is far easier to reach out to fewer people than more people.
