Tons. Probably two-thirds of non-Quebecois parliamentarians. It would be more interesting if there were any uniligual francophone MPs (probably not).

This recent parliamentary study said that there were a few (well, at least 1 of the 5 2004 Bloc incumbents that decided to answer it said he was unilingual francophone and that's the only thing I can say definitively) - but only about 10-25% of the 2004 Quebec candidates considered themselves unilingual.  The number varied by party - with Quebec Liberals most likely to be unilingual, followed by the Quebec Conservatives, Greens, Bloc and Dippers.

Preston Manning was probably the only recent unilingual leader. Which, I'm sure, lead to an interesting scenario in the 1990s: five leaders in the debates, but not the same five.
