will Hillary play better among northeastern black than she appears to be in the south and midwest or is this just created by massive MoEs for subsamples?

Number of blacks in the poll is less than the poll's MoE.

ah, good point.  I read it as 16% rather than 4%.  MA is 7% black so it'd make sense if the black vote in the Dem primary was in the low-double digits rather than at 4%, but it doesn't really matter too much.
