The Texas filing deadline is the day before Iowa. Wouldn't Paul filing again look like him admitting the day before the most critical day in the campaign thus far "I know I'm not going to win this so I better run for Congress again?" Wouldn't that, if he wanted to do at least reasonably well in any primaries or win, force him to not file again? Or is it true that it will look bad but he'll do it anyways? Or will it not be an issue?

One of the more out-there rumors (on DailyPaul...I believe) is that he'll use all this money and primary John Cornyn. I don't see it happening. He's 72, and he may not want to face a primary challenge. I voted no.

I heard that rumor too. Zero chance of it happening - it'd be one thing to file for your own seat, but an entirely other matter to file against an incumbent Senator.

Impossible. It's illegal to transfer funds between a presidential campaign account and a congressional campaign account.

He'd have to file for Senate at the same time as he files to be on the Presidential ballot (by early January, before any presidential primaries).   He'd also have to actively campaign if he wanted to win.
It would effectively mean he has given up on running for President. 

Filing for re-election as representative would be ignored.  He can wait until after February 5 to decide whether to actively campaign for re-nomination, and still have a reasonable chance to win.

Nope, it's legal since both are federal elections. It is illegal to transfer between a state and federal account though. I think Romney made a comment a while back about this saying McCain wrote the law to purposely allow himself to transfer money from his Senate campaign, but a former Governor like Romney could not transfer money from that campaign.

I may be wrong, but I specifically recall reading that the only accounts one may transfer funds between are those for the House and Senate.

You can transfer funds from your Senate account to your Presidential account (i.e. what Hillary did)...but I'm not sure it can go the other way.
