Section 1: Findings
   1. Mideast electoral law is presently contained in the Mideast Election and Vote Regulations Statute, the Mideast Gubernatorial Election Statute and the Mideast Second Election and Vote Regulations Statute, the last of which became Law in April 2005.
   2. Some electoral provisions are no longer relevant whilst some facets of our modern elections are not addressed by our Laws.
   3. The system of a semi-annual convention instituted in the Midwest Region is a highly effective method for ensuring that electoral Law stays up-to-date.

Section 2: Convention
   1. On 1 January and 1 July in every year, a Convention to review and update the electoral Laws of the Mideast shall be convened.
   2. The Convention shall last no longer than one calendar month.
   3. The Convention shall be chaired by the Governor, or in his absence, the Lieutenant Governor.
   4. It is the sense of the Mideast that the Governor should use his power of proposition to put any changes to a public vote at the next available ballot.

Mideast Cleaning Up the Chesapeake Bay Initiative

   1. The Mideast region recognizes that the Chesapeake Bay is in great trouble due to pollution and development.
   
   2. The Mideast shall pledge $20 billion over the next 25 years for the purpose of investing in wastewater treatment facilities, preservation of forests (especially along rivers, creeks, streams, and other waterways that feed into the Chesapeake Bay), wetlands restoration, protection and rehabilitation of native species (particularly the Blue Crab, shad, eel, and Chesapeake Bay oyster), barriers against invasive fish, and controlling agricultural and urban/suburban storm-water runoff.
   
  3. Every year there shall be a report presented by the Lt. Governor to the Governor on January 1, starting in 2009 (that they will make public) that tells what progress has been made in the previous year.

  4. Upon passage, this initiative shall go into effect January 1st, 2008.

Cell Phone Ban

1.) It shall be illegal to operate a cell phone while driving a car unless using a hands free device
2.) The penalty shall be:
        a.) $200 for first offense
        b.) $500 for second offense
        c.) $1,000 for subsequent offenses

Voting will begin at 12 o'clock EST and end 72 hours following.

Article IV, Section 2 and 3:

If a voter shall edit the post in which their vote(s) are contained, their vote(s) shall be counted as invalid.
No person shall campaign in the thread in which voting shall occur; If a person does so they shall have their vote(s) counted as invalid and shall be subject to further trial and punishment as the law may provide. A person's username and signature are exempt from this clause.

Objection Mr Governor.

The Fourth Amendment seems quite clear that this election should take place starting on the coming Thursday.

Also, the Mideast Convention Regulations Initiative was able to gain ballot access.

What do you mean the coming thursday?  And sorry, I did'nt even notice you're amendment.  I will add it to the ballot immediatly.

Yes - I hadn't even been checking here regularly - I just happened to click the Voting Booth link by error and get here.  The constitution is quite clear that voting doesn't open until sometime Thursday - 00:01 Friday.
