Another close one, but I'll say Monroe, because of the Doctrine.

The Doctrine has, in the end, been more of a hindrance than an aid.

It's probably outlived it's usefullness and it's certainly been abused a few times, but I still think that overall it's been more of a help to the Western Hemisphere than it's been a hindrance.  But again, it's probably time to put it to bed.  If South America can't protect itself from European colonization now (when Euro's aren't actively colonizing), then they deserve what they get.

Monroe is who I voted for.

Oh, I didn't mean for Latin America, although them too (the US has interfered just as much as Britain or France would have bothered to). I meant that the US has expended a lot of resources in Latin America over the centuries with little or no tangible benefit.

Ah.  Well one (very arguable) tangible benefit was not having good reasons to go to war with Europe every 10 years between 1823 and 1917.  Another would be that we've had a (virtually) free hand in farking with South and Central America, good for us (usually), bad for them (usually).  But yeah, I certainly understand your point of view and I'm nowhere near 100% sure my opinion on the subject is the correct one.
