A kid at my university says he hung it as a joke and didn't know it was racist.  I say BULL CRAP!

The title of your post and the wording of your question will likely make the results of this poll highly inaccurate.  For example if you think most Americans know what the noose symbolizes you'll want to vote yes, however voting yes actually means you believe the kid didn't know.  So unless people read carefully (which most don't here) the results will be messed up.

Nah, if it were a mere decoration he would have put it in his dorm room.    Hanging them in a classroom indicates at a minimum trespassing, vandalism, and an utter lack of sense. 

Though I would not recommend using such an implement on the offender, surgical removal of his cranium from his rectum would probably be a good move.
