Biden got good results in suburbs in that election.
Seminole County is formed of suburbs of Orlando.

In addition to the general "suburbs" answer, I'll also note that the red wave in Florida in 2020 was really only South of I-4.  The Northern Orlando suburbs saw it a bit, but Jacksonville/NEFL and especially the Western Panhandle actually trended pretty substantially leftwards.  In 2022, on the other hand, the whole state went dramatically rightwards.
