This is the thread to submit legislation for the State Diet to vote on at the next voting assembly (scheduled October 20-22)

Guidelines:

1. Submit finalized legislation here. Members of the State Diet may create threads for proposed legislation to solicit feedback from other members (it might be helpful, though not required if those feedback threads were labeled "SB" or something indicating its a Southern bill), but any proposed legislation must ultimately be submitted in the Legislation Submission thread in order to be voted on by the State Diet.

2. Submit no more than two (2) bills. If a member of the State Diet submits more than two pieces of legislation to the Legislation Submission thread, only the first two pieces of legislation will be voted on.

3. Finalized legislation must be posted in the Legislation Submission thread by 11:59:59 pm EDT on the Wednesday preceding the first day of a session’s voting assembly (i.e. by 11:59:59 pm EDT on October 18, 2023). Legislation submitted or edited within twenty-four (24) hours of a voting assembly will not be voted on by the State Diet at that voting assembly.

That the same offence be from henceforth adjudged felony, and such order and form of process therein to be used against the guilty offenders as in cases of felony at the common law; and that the offenders being hereof convicted by verdict, confession, or outlawry,  shall forfett a fine of $10,000.00 and shall face imprisonment in a gaol for no more than five (5) years; and that no persone offending in any such offence shall be admitted to the Clergy.

Eny adult persone of goodly moral character and sufficient means may petition by bill of equity to obtain wardship of eny orphan or bastard who be a ward of the South. Upon the granting of wardship, the warden shall exercise custody and control over such ward until his twenty-first (21st) birthday. Such wardship may include edjucation,  apprenticeship, or labour.

A. No persone, cordwainer, or cobbler shall make any shoe, galoches, or huseas with any pike or poleyn that shall pass the length of two (2) inches, nigh shall eny persone under the rank of lord wear eny such shoe, galoches, or huseas.

B. No yeoman, persone of handicraft, carter, ploughman, driver of the plough, oxherd, cowher, shephard, deyar, swineherd, dairyman, eny other keeper of beasts, thresher of corn, all manner of people of the estate of a groom attending to husbandry, or other persone under the rank of esquire shall wear eny hat with four (4) corners unless such persone shall have attained a degree from a Southern Church, Cathedral, Collegial, or School; nigh shall eny such persone wear eny hat with more than four (4) corners unless such persone shall have attained a post-gradjuate degree therefrom.

Empowering the People of the South Act

Section 1: Recognition of Hillbillies

1.1 Rights for Hillbillies:

This Act formally recognizes hillbillies, rednecks, yokels, bumpkins, white trash, and other rural conservatives as the original inhabitants of the South. This Act ensures specific rights pertaining to cultural practices, traditional lands, and resources. Traditional lands are defined as areas inhabited or used by these protected groups prior to the arrival of yankee invaders, encompassing lands used for habitation, agriculture, fishing, and other cultural practices. Rights include unrestricted access to traditional lands, the right to participate in decisions regarding resource management on these lands, social services, economic opportunities, and political representation. Violations of these rights will incur a fine of up to $10,000 and/or up to one year of imprisonment.

1.2 Protection of Sacred Sites:

It shall be illegal to desecrate or harm sites of cultural, historical, and spiritual significance. Violations will result in a fine of up to $100,000 and/or up to two years imprisonment. Businesses in violation may face the revocation of permits and licenses.


Section 2: Preservation of Hillbilly Dialects

2.1 Preservation:

Efforts shall be made to preserve, promote, and revitalize the hillbilly dialects. The Southern government shall allocate $50 million over a five-year period to support educational programs, immersion schools, and other initiatives.

2.2 Establishing Immersion Schools:

Immersion schools shall be established across the South, covering all grade levels. $25 million from the Southern government shall fund these schools over five years.

2.3 Supporting Existing Language Programs:
$5 million over five years will be designated to support existing language programs and initiatives led by hillbilly dialect speakers.

2.4 Developing Online Resources:

An online portal, funded by $10 million over five years, will offer a range of materials for learning hillbilly dialects.

2.5 Promoting Dialects in Public Life:

Public institutions and businesses in the South will be required to incorporate these languages in signage and daily operations.

2.6 Cultural Events and Media:

$5 million over five years will fund cultural events that highlight the significance of these dialects.

2.7 Collaboration with Global Hillbilly Dialect Programs:

Collaboration with other global hillbilly dialect revitalization programs will share best practices.


Section 3: Support for Land Initiatives

3.1 Land Trust Expansion:

Legislation shall expand land trusts in the South, with $20 million funding over five years.

3.2 Tourist Activity Tax:

A 1 cent tax on tourist activity and hotel occupancy will support land trusts and social services.


Section 4: Implementation

4.1 Support:

The Southern goverent will provide necessary resources and support for this Act's implementation, including institutions, legal frameworks, and funding.

The total funds allocated within this bill, for a five-year implementation period, are as follows:

Preservation and promotion of hillbilly dialects: $50 million

Expansion of land trusts: $20 million

The total allocation sums up to $70 million over a five-year period.

1. It shall be a misdemeanor punishible by a fine of $5,000 and imprisonment for no more than six (6) months for any person in the south to import, manufacture, sell, transfer, or possess with the intent to inport, sell, or transfer any coat hanger or clothes hanger constructed of wire or metal.

2. Any contraband seized pursuant to this act shall be forfeited to the Southern government.

3. State and local governments are hereby permitted to buyback programs of existing coat hangers or clothes hangers constructed of wire or metal.

4. No Regional, State, or local public funds shall be expended upon any emergency alert system for missing persons if such system only issues alerts pertaining to persons of specific races, colors, or ethnicities.

It shall be unlawful for any person to engage in, produce, distribute, publish, sell transmit, finance, advertise, possess with the intent to produce, distribute, publish, sell, transmit, finance, or advertise, or make any attempt to produce, distribute, publish, sell, transmit, finance, or advertise an obscene item depicting or purporting to depict a person engaging in sexual conduct in, on, or with a car, truck, van, or other motor vehicle.

3. It shall be unlawful for any person to engage in, produce, distribute, publish, sell transmit, finance, advertise, possess with the intent to produce, distribute, publish, sell, transmit, finance, or advertise, or make any attempt to produce, distribute, publish, sell, transmit, finance, or advertise an obscene item depicting or purporting to depict a person engaging in adultery, bastardy, buggery, or coercive blackmail.

4. It shall be unlawful for the operator of any motor vehicle on punlic property to display or permit the display within the vehicle of any obscene item if such item can be seen by persons outside the vehicle.

5. It shall be unlawful for any owner or chauffeur of any vehicle operating in interstate commerce, with knowledge or reason to believe the same is to be used for such purpose, to use the same or to allow the same to be used for the purpose of prostitution or unlawful sexual intercourse or to aid or promote such prostitution or unlawful sexual intercourse by the use of any such vehicle.

6. It shall be unlawful for any person to knowingly finance or attempt or prepare to finance any item or criminal act prohibited by this law. For purposes of this provision, knowingly finance includes but is not limited to processing or facilitating payments by any bank, credit card company, or payment processor to any business, company, or website that hosts any item prohibited by this law if such bank, credit card company, or payment processor has been informed of such hosting by the Attorney General of Atlasia or of any Region in Atlasia, by any court in Atlasia, by any law enforcement officer pursuant to an investigation, or by a sworn affidavit by any person that is easily or readily verifiable.

7. Eny City, towne, or borrough in the realm with a perimeter wall abound the limits thereof may establish a nightwatch to patrol the streets from sundown to sunrise. All persones of goodly moral character shall have the duty to serve in the nightwatch, under arms, when so called upon.

The nightwatch shall have power and authority by virtue of this act to take by their wisdoms and discretions, eny persones found wandering or nightwalking upon the streets from sundown to sunrise without good reason, and imprison them in a gaol on suspicion of being an outlaw, highwayman, bandit, robber, prowler, burglar, pilferer, sneakthief, buggerer, or prostitute.

Judicial Conflicts Act

1 - The following act shall only apply to cases before the Southern Circuit Court.

2 - In the event that the Justice of the Southern Circuit Court recuses themselves from a case, they shall appoint another Southern Citizen to act as a replacement justice (henceforth known as "interim justice") for that particular case.

3 - If the Interim Justice displays improper conduct, the Justice of the Southern Circuit Court may, at their discretion, dismiss the interim justice and appoint a new interim justice.
