Quote
Latvian Prime Minister Krisjanis Karins has said he and his government will resign later this week.

“This Thursday I will submit the resignation of myself and this cabinet to the president,” Karins told a press conference on Monday.

Last week, according to a report by local news agency BNS, Karins had proposed a cabinet reshuffle. But his government’s coalition partners rejected the move.

Can anyone give a brief rundown of what the issues are behind this, I assume there must be some.

Little summary of the events (a little help consulting lv_votes account in fka Twitter):
May 31: The Minister of Foreign Affairs,  Edgards Rinkēvičs (New Unity, JV, centre-right) is elected President of Latvia by the Saeima (parliament) after three rounds of voting, Rinkēvičs was the highest rated minister of the government according to polls, that same day, Prime Minister Kariņš announces his intention to "expand the (government) coalition" to include the agrarian ZZS and the Progressives, this is not received very well by the current government partners, the centrist United List (AS) and the conservative National Alliance (NA).
June 15: The Saeima rejects a motion of no confidence against the PM promoted by the pro-Russian opposition (right-wing populists LPV and For Stability!), called taking advantage of the crisis in the coalition.
July 7–8: PM Kariņš temporarily assumes the functions of the Ministry of Foreign Affairs left by Rinkēvičs who the next day swears in as the 11th President of Latvia.
July 13: The crisis of the coalition is reflected after withdrawing from the agenda the discussion to ratify the Istanbul Convention in parliament. AS wanted to include more amendments to the bill before it was discussed in the Saeima
August 9: Kariņš announces that he will consult his current coalition partners (AS and NA) to renew the cabinet of ministers, if they did not agree, he would look for a new government with ZZS and PRO, the proposal would have been more of a game of musical chairs, the Ministry of Economy would go from NA to AS, the Ministry of Environmental Protection and Regional Development would go from JV to AS and the vacant Ministry of Foreign Affairs from JV to NA, in addition JV would obtain the leadership of the National Defense commission in the Saeima currently controlled by NA.
August 11: Kariņš rejects a counter offer proposed by AS and NA, begins talks with ZZS and PRO to form a new government, and refuses to resign.
August 14: Kariņš finally resigns as Prime Minister and will not seek to form a new government, he proposes to his party JV to decide a new PM candidate to lead a new government.

And so we are, Latvian media reports what the frontrunner to be the new PM is the Minister of Welfare Evika Siliņa, she would be nominated by JV in the next hours.
