The quote "I am a Stalwart of the Stalwarts. ... Arthur is president now!" by James Garfield's assassin Charles Guiteau is well known. What if Chester Arthur as president for some reason either pardoned or at least commuted his death sentence to life sentence? Would congress have impeached him, and unlike in Andrew Johnson's case, with success?

I think it was only luck (and Republican control of Congress) that Arthur wasn't impeached to begin with. Had Democrats been in control of Congress, they almost certainly would have impeached him.

For what exactly? Just because a maniac spoke out his name after firing the shots?

That said, I think he would have been impeached for any commution.

It was public perception that Arthur was linked to the assassination. That obviously wasn't true, but Andrew Johnson had been impeached less than twenty years earlier for even more flimsy reasons.
