50 states would remain, but each of them would have as close to equal as a population as possible neglecting the need to create propositional representation in Congress.

That seems like a logistical nightmare for a variety of reasons.

Firstly, who would redraw the states and how do we know they're truly independent? What would be the criteria for state lines?

Also just having to basically dramatically shift each state's government every year because it's redrawn doesn't seem good.

I think one thing that's nice about having fixed states as we do today is it forces different people of different politics to live together - yes I know downstate Illinois doesn't always like Chicago or Austin doesn't like the rest of Texas, but I think it's a good thing to force them to put up with eachother.

Not every ten years, but I think a big one-time redraw would be great. We don't need two Dakotas and even if we did, it should be East/West instead of North/South.

IMO the obvious solution to this is to actually have proportional representation, not to redraw basic government entities for no reason constantly. Imagine how annoying this would be!

FWIW I do think redrawing the states is a good idea; there are a few too many and there are a lot with nonsensical borders. But I don't think they should be redrawn willy-nilly or to have equal population.

Making it a scheduled decennial redrawing is obviously a terrible idea, but a constitutional process to split states that reach a certain population level (or at least mandate a referendum on such a split) would be a good idea.
