To Fuzzy's point I don't see why new migrants, particularly illegal ones, would settle in Alabama of all places.

Work?

I mean plenty of places are looking. In CA, for instance:

-They'd be shielded from deportation
-They could qualify for Medicaid
-Large Spanish-speaking Community.

Maybe they come from somewhere closer to Alabama than to California.
