If you believe life begins at conception, should pregnancies be registered?

A spin off from another discussion. At present, births are registered. A record of people who are alive is created and formally closed off, with a registration of death. If life begins at conception, or there abouts, should pregnancies, and the life contained within, be registered? Abortions/miscarriages would then be registered as deaths and investigated if deemed suspicious.

How would this be done? Would there need to be a registry of people who ovulate etc.

As a guy, I stay away from female body function politics as much as possible.

I think Australians say abortion is legal up until the 2nd trimester.

God creates life, not human registries. 

A belief that "life" begins at conception doesn't require legal personhood for unborn children.
