I agree - it doesn't make sense for factions among the elite to use this tactic.  But perhaps the whole thing was faked to make an excuse for a purge.

Really?  The rulers of countries are invariably 'worse' than these poor oppressed.  That's how you know someone is 'worse' - he has power.
