Astute readers of the Senate rules will understand that this is an intended function, as evidenced by the 18-0 passing of the current rules a long long time ago.

Allow me to add that the Offical Senate Procedures and Rules for Operation state that 2/3 of voting Senators must approve the motion to table for it to succeed. In this case 2 out of 2 total voting Senators voted to table, 100%, which is far above the threshold of 2/3s. Under the provisions for tabling votes, the vote may be declared final and close if the motion is approved. In this case it has, the motion is accordingly adopted and the legislation is tabled.

I'm pretty sure the rule change never passed and I was opposed to allowing the PPT to neuter the opposition. FTR, I don't know how the right "turned the PPT into a dictator" since at best we were at 9-9 which was effectively 10-9 with the VP's vote and we didn't control the presidency at the time either.
