The Western states ran out of water and hispanics continued to move rightwards.

2060 is literally more far out from today than 1980 was from 2016 so things can massively change like I mean massively.

The Electoral College was rigged so the apportionment for each state would remain based on 2020 Census population figures 32 years later.

Much of Florida (which became a D state at some point between now and 2056) became submerged, causing migration to other Southern states.

This actually happened in the 1920's!  They kept the 1912 apportionment until the 1932 election.

I'd be surprised all states still have the same number of electoral votes as after the 2020 census.

I think it's pretty clear the country was literally plunged into multiple environmental disasters. A guess would be the Democratic failure in the drought crisis in the West was punished and likewise the GOP doing nothing about rising sea levels was punished on the East Coast, especially in FL and the Gulf Coast. Nashville becomes the next Atlanta, which pushes TN to be narrowly Dem. A new theme park called Disney's Great Outdoors opens in WV and Morgantown, Huntington or Harper's Ferry become the next Orlando.
