Hard to say whether it's an effective deterrent if they never execute anyone, with the rampant rape epidemic in PNG executing some of the worst offenders would at least be worth trying.

Congrats. The death penalty is a barbaric punishment that is not a deterrent of any kind. Look at how fewer people are imprisoned by the Canadians than the Americans.
