Passes on the Senate race in 2026 (he'd probably lose, unless it's an open seat and a Republican midterm), in favor of a Presidential bid in 2028.

He'd be a strong vice presidential candidate for Kamala Harris, especially in 2024 should Biden not run.

Tbh, I think he'll just serve out his term and gov and that's it. Might go for senate in 2026, but he's not a shoe-in, especially in a Dem midterm. For sure he'd be a good VP for Harris, I just don't think he'll be chosen in 2024, let alone 2028.

He'd have a good chance in a Democratic midterm as well, like an inverse Rick Scott.

He might challenge Tillis in 2026 (and would be favored in a Republican midterm), but considering his age, I’m not sure that’s a given.

He probably finishes his tenure as governor and retires.  Democrats' recent record in the governor-to-senate pipeline in purplish/R leaning states has been quite abysmal as of late (i.e., Bayh, Bredesen, Bullock, etc.)

Cooper doesn't strike me as someone who would seek higher office either in the Senate or on a presidential ticket. Given his age and long tenure in state office, he would probably just retire at the end of his term.

None of those are quite comparable to North Carolina, also Bayh was a successful 2 term Senator but retired prior to 2004.
