How come instead of being slow to action as they normally are, everyone was able to quickly act in response to vaping?

I'm not exactly sure what 'response' you're talking about here, but the answer is that vaping isn't really a partisan issue because most people don't really care about it, and I'd wager that people who vape aren't really reliable voters.

"Liberal democracy" is the dictatorship of the bourgeoisie so ofc upper-middle class moral panics like vaping or covid would get action done in response to them
