We have to remember that in the 2000s, former New York City mayor Rudy Giuliani was the favorite for Republicans to win the presidency in 2008. Despite him being pro-choice and pro-same sex marriage. Terrorism, immigration and law and order was his strengths and he implemented a Florida primary strategy to appeal to snowbirds who vote Republican in Florida, but failed.

His political career flatlined until Donald Trump hired him as an advisor in 2016 and 2020.

How would a Giuliani presidency look like? Would police brutality have spiked nationally in 2009 and 2010 under him?

We saw it from 2017-2021.  There was a reason he fellated Donald Trump for four years - that man is the living embodiment of Rudy Giuliani's wildest fantasies.
