Under modern terminology, either academic or in government. A lot of people today are part “Anglo” and part “Ethnic White”. Would they be considered multiracial?

There's a logical case for making Middle Easterners and North Africans their own census category, in my opinion.

A world with a less broad definition of white as a race may have multiple designations for "ethnic whites" based on geography and language groups such as a Mediterranean/"olive" race (which may include some Hispanics and possibly Arabs), a Slavic race, a Turkic/Uralic race (possibly inclusive of Hungarians), an Arab race (if not included in the above), etc. Multi-racial would, of course, be even more common than it is now.

Maybe Greek people could be considered Hispanics, too?

But in general, that’s what I’m thinking. And nonEuropean Caucasian  people could be South or West Asians

The murky definition of whiteness in the American census is why I prefer the Canadian census setup: European, visible, and not visible minorities. The latter category being for First Nations (Native Americans in the US). Grey area ethnic groups in US statistics like Hispanics or Middle Easterners would fall under the visible minority Latin American and Middle Eastern categories, respectively.

Edit: though I don't think "visible" and "not visible" are the best terms. For example, Latin Americans can easily "look" European despite being categorized as "visible" minorities. Maybe just include First Nations/Native Americans along with the other non-European categories?

The Census should not attempt to measure only the broadest possible race categories. Rather, race and ethnicity should be combined into one less confusing category with more granularity. One reason is it's easier to aggregate up than aggregate down. One possibility:

White
Black
Mestizo/Latino
East Asian
South Asian
Southeast Asian
Middle Eastern/North African
Jewish*
American Indian
Central Asian
Pacific Islander/Australian Aboriginal
Mixed Race (Two or More)

* Yeah, Judaism is an ethnicity. While there is conversion, its vanishingly small, and socially speaking Jewish people are a separate group. Particularly, there should be a separate count of ultra Orthodox Jews, as well.

The idea that people of European-but-not-Northwest-European ancestry wouldn't be considered "white" only makes sense in a society where everyone has roots from Europe (and/or neighboring parts of North Africa and West Asia). It doesn't hold as much water once you have a certain number of people with roots from other parts of the world. Your average Indian, Chinese, Peruvian, or Nigerian person looks a lot more different from your average (native) European than your average Swedish person does from your average Greek or Lebanese.
