I'm not sure what you mean

Do you mean the opposite of "tough on crime"?

Probably voting for an anarchist party or some other third-party. But most likely not to vote.

Meaning pro-Homeland Security/anti-terrorism/personal safety voters. So basically "tough on crime" but expanded.

They likely were swing voters until 1972, when they became staunch Republicans until 2016. These voters are often never Trumpers.

People who live in areas or adjacent to areas with lots of crime, petite bourgeoisie (shopkeepers, small business owners etc.) and generally people "just about managing" who are fearful of losing the little they have. Sarkozy in 2007 is an example of a politician managing to sway a lot of these people. I'd imagine they are staunchly Republican in America, though quite a few may have been conservative Democrats back in the day.

Some of these voters are certainly never-Trumpers, but I feel like a significant amount of them are still Republicans, and a decent amount even voted for Trump because they trusted him due to his stance on ISIS + actions such as the assassination of Soleimani.
