Wisconsin and Iowa, in recent political history, are competitive in most elections. Bush won the popular vote by nearly 8 points, yet Dukakis carried Wisconsin by 4, and Iowa by 10. The farm crisis might have hurt Bush in Iowa by association, but that doesn't explain Wisconsin.

While Wisconsin and Iowa were the only states that Dukakis managed to win on the drought vote, they weren't the only two that swung sharply Democratic because of it. 1988 remains the last time that Montana and South Dakota voted more Democratic than the nation at large.

The Farm Crisis. Wisconsin is heavily agricultural much like Iowa, that helped Dukakis.
