I tried asking this in preparation for NPC elections but got no response. So if a Lincoln executive/legislator/anyone could tell me whether the region capital has absorbed all state funding for state services, or if Lincoln taxpayers are forced to pay state, local, regional, and federal taxes, please clarify this. As far as I know (based on the GM report) the South does not do this either, although the same report also alleges that the Governor of Nebraska "slashed social services" when this would be impossible because Denver already absorbed that funding. There cannot be any change to taxes or spending made by state governments if they are not in charge of funding them.

Since PA passed a "cis tax", I suppose I'll assume that Lincoln has also not absorbed funding for state resources.
