Maybe given that this person is obviously older, but Franklin has been pretty suburban for 30+ years now.  Somewhere like Spring Hill (on the Williamson/Maury County line near I-65 and US-31) is probably the prime example of "going from exurban to suburban" right now.  And, it both showed the fastest vote growth and fastest Democratic trend, even if still solidly red, in Williamson County in 2020 (haven't looked into the Maury County side of Spring Hill too much yet).

Yes, Williamson County south of 840 or Northern Maury County along I-65 or US-31 sounds about like what I imagine this person saying.  With that said, I could theoretically see someone in Franklin having most of that voting record, but the '96 Clinton and '00 Gore votes are a little harder to explain.
