I have no idea, but I'll say no. It will be interesting to see if I'm wrong and who votes "faithlessly" and why. It seems that the ability to be a "faithless" elector is a flaw in the system. It is one that could be easily corrected. Would it make sense to allow it if nobody gets a majority?
