From my understanding, Nebraska’s legislature is unicameral with “officially” nonpartisan Senators. After this years Census, I think that Douglas/Sarpy will gain a seat, and Lancaster will as well. My estimate is that Douglas, Sarpy, and Lancaster make up 54% of the population.
Regarding Congressional seats, do you guys think the Unicam will break up Douglas County to make a 3-0 safe map? Or do you think they will keep it similar to how it is now?

Whatever seat includes the city of Nebraska will vote for the party that wins Nebraska overall.

It's hard to say right now. I'd say some of the more conservative members of the legislature will make an attempt to try to make NE-02 safe R again but I'm not sure if it will pan out.
