If President Biden doesn’t run for re-election in 2024 and Harris ISNT the 2024 nominee does that mean the Biden administration was a failure/disappointment? And does it almost assure the GOP that they’ll return to the White House?

Not at all. I don't think anyone would be surprised if Biden, who will be 81, does not seek a second term and Harris, who fared poorly in the primaries, does so again. Dems still have a chance due to changing demographics and the desire of many not to return to Trumpism.

No but it will make it significantly more likely as defeating an incumbent president isn't an easy feat, I mean after everything that he did over the course of his presidency even Trump got relatively close to being re-elected.

But even if Harris is the nominee the GOP stands a much better chance at defeating her than they would Biden as the incumbency bonus doesn't really translate all that well to the VP.

Harris is 99% guaranteed to be the 2024 nominee.  It's hers for the taking, and she definitely wants it, unless in the (very unlikely) event Biden seeks a 2nd term.  He'll be approaching 82 by then, quit dreaming.

Agreed. I mean she’s the first female VP, and can likely be the first female Pres. That will motivate her.
