I'll go out on a limb and pick Hoover, who at least had morals, over sleaze Clinton.

Hoover has been unfairly tarnished, as he was the President at the outbreak of a world wide phenomenon, known as the depression, which would have occured regardless of who would have been President at the time.

Clinton has been unjustiafiably credited for the economic good times during his administration, which would have occured regardless of who would have been President at the time.

Indiana does not go Democratic.  Mostly looks good, except I'd give South Dakota to Clinton since he did very well there and Hoover is enough to give the state to Clinton.
