Why is Democratic turnout in Miami-Dade County so bad right now?

Democrats can't get enough mail-in votes, and they told people not to go to the polls cause of Covid-19.  They have no idea where some people are located, and completely lack a ground game.  It's clear from the polls that a large percent of mail-in votes aren't going to make it in on time, and a good amount won't even vote.  They'll have Sunday service at black church, and they'll peer pressure people to vote.  Who's going to Church?
