There was a guy in my African PoliSci class gave a lecture on Lesotho.  Sounds like a nice place.  The fact it's a small homogenous state makes it more likely to be sucessful.  They have a good parlimentary system in place right now.

In the past had quite a bit of instability and tried out all of the usual African repressive styles of government before finally ending up with a democracy.
