As has been pointed out, Biden publicly supports decriminalization. The issue seems to be more that he's not talking about it, and for good reason, his stance on marijuana is not going to be a deciding factor for hardly any voters. Therefore it's not worth the time and energy of his campaign to dwell on the subject when there are issues that voters are far more concerned with and could influence their vote.

The “evolution” on federal legalization by Biden (and other establishment dems) will come once a critical mass of states have legalized it.

6. Biden is a prude at heart. He voted for the partial-birth abortion ban that Bill Clinton vetoed, he attended the first March For Life, he was literally the architect of the War on Drugs and zero tolerance schools, the author of the PATRIOT Act, and instituted the Title IX rape policy.
There’s nothing prude~ish about voting for partial birth abortion bans - they are banned in almost every country on Earth.

Eagerly awaiting the 2+ paragraph essay about how "Marijuana Legalization is horrible because Bernie & his followers support it" even though support is the highest & most bipartisan its ever been.
I’m afraid that if Biden legalizes, he’ll be demonized for “pandering to the Bernie Bros” and if he doesn’t legalize, anyone who calls him out on it will be called a “Sanders cultist”.

Decriminalization is as brave as being for civil unions in 2020.

I feel like Trump’s election made Democrats think that appeasing racists was the answer, failing to realize that the sort of racists that put Trump in the White House aren’t the same sort of racists that “Just Say No” appealed to.

Smoking is bad for your health, Bill Clinton sued the tobacco companies in the 1990s, smoking drugs will never be legal, federally and it attacks the lungs

Bill Clinton sued the tobacco companies in the 1990s
It was the states that sued the tobacco companies. Clinton, under the advise of David Kessler, Dick Morris (who’s now a Trump supporter and accused Obama of making blacks think racism is a bigger isssue than it really is in 2012), and Mark Penn (who started birtherism and opposed Mueller’s Russia investigation), tried to get the FDA involved, but the lawsuits were settled before that could happen. In the beginning of Obama’s Presidency, the FDA was finally given the power to regulate tobacco, but by that point the news cycle didn’t care anymore. Also, I thought you disliked Clinton for screwing over Bernie Sanders.

Your own state of New Jersey is going to legalize in November!
What if the referendum is defeated by voters?

Also, when Phil Murphy tried to legalize legislatively, it was the black caucus who stopped them. Combine that with who blacks voted for in the primaries...

New Jersey will pass it by over 10 points. I can bet on that.

It's clear that voters evolved much more evolved on this issue that the legislators. That's why Illinois has been the only state to pass a legalization framework thru legislation (+ I guess Vermont).

Views of legislators ≠ Views of voters
