There's more to the difference between butter and margarine than merely animal vs. plant. Smoke point, flavor, and texture also pertain. Since butter has a fairly low smoke point compared to most vegetable oils, that's probably not a problem here. While the lack of butterfat obviously means this product cannot meet the USDA standard of butter, I easily could see requiring "vegan butter" to otherwise meet the grading standards of butter to be marketed as "vegan butter".
